Blake Allison, FACHE

Blake Allison joined Employers Health Network in October of 2020 as Executive Vice President with a focus on expanding the EHN model into new markets, sales, strategic direction of the company, and overall operations. In July of 2021, Blake assumed the role of Chief Executive Officer of EHN and continues to work to advance the company’s vision of aligning high-performing integrated delivery systems and employers to drive innovation, resulting in high-quality and efficient healthcare in the community. Prior to joining EHN, Blake served as the Chief Executive Officer of Southeastern Health Partners in Greenville, SC, a joint-ventured clinically integrated network between three delivery systems in the region with over 2,000 providers, and was responsible for the overall strategic direction and value-based performance of the company. Blake assumed this role in April of 2018 and led Southeastern Health Partners through a growth initiative in both the commercial and Medicare Advantage space. In two years in the Medicare Shared Savings Program, Southeastern Health Partners has delivered over $15 million of savings to the Medicare program while achieving an aggregate quality score of greater than 90%. 

Prior to joining Southeastern Health Partners, Blake served as the Chief Operating Officer of the Baylor Scott & White Quality Alliance in Dallas, TX. The Baylor Scott & White Quality Alliance is a clinically integrated network of healthcare providers associated with Baylor Scott & White Health. The Baylor Scott & White Quality Alliance had value-based contracts spanning Medicare and commercial products.

Blake’s experience spans multiple settings, from physician consulting to large integrated delivery systems, through various parts of the country. He received a Bachelor of Science in Education from Baylor University in Waco, TX, and a Master of Science in Healthcare Administration from Trinity University in San Antonio, TX.

Greg Arms

Mr. Arms is a 40-year insurance industry veteran with deep, global experience in the Life, Health, Disability, and Pension sectors for both overseas assignments and U.S. based postings. Over the course of his career, Greg has held senior executive roles with some of the industry’s foremost carriers and brokers, including Chubb, Marsh, Willis Group, UnitedHealth Group, and AIG.

Currently, Greg serves as the Senior Advisor to OutcomeRx, to elevate performance and brand prominence by fostering innovation, forging strategic partnerships, and developing talent.

Greg is an active member of the Self Insurance Institute of America (SIIA), where he serves as Program Chair for the International Conference taking place in Dublin, Ireland, in July 2024. Greg is also an active participant at the World Captives Forum, the South Carolina Captive Insurance Association, and the World Affairs Council of Charleston.

A graduate of Colgate University in Hamilton, New York, Greg also received the Chartered Life Underwriter (CLU) designation from the American College in Bryn Mawr, Pennsylvania.  

 
Simon Boehme

Simon Boehme is a tech entrepreneur. He's the author of Smart Risks: AI in Self-Insurance (available at smartrisks.ai). Simon oversees operations and product at BillingNav, the leading tech-enabled medical balance billing solution for self-funded employer health plan participants. He is a partner at 1000 Fund. Simon is a Senior Fellow at the Center for Negotiation & Dispute Resolution at the University of California College of Law, San Francisco. He also Co-Chairs the Center for International Legal Studies Mediation Symposium biannually in Austria.

Previously, Simon was Vice President of Partnerships at Legaler and President of Legaler Aid. He recently served on the State Bar of California’s Access Through Innovation of Legal Services (ATILS) Task Force. Formerly he was Head of Operations and Chief of Staff, Trust & Safety at Lime. Simon also co-founded Disputly (formerly LegalWin). Earlier, he founded Magnify, a contract company summarizing the terms and conditions of popular websites (acquired). Simon advises multiple legal tech companies and the Legal Tech Fund. Simon was a member of the Accord Project Dispute Resolution Working Group (building guidelines and open-source code for smart legal contracts).

He was also appointed by the Obama Administration to serve on the U.S. Department of Education's National Advisory Committee for Institutional Quality and Integrity (NACIQI). He served on NACIQI from 2013 to 2019. As a mediator, he previously led efforts to build the first San Francisco online dispute resolution system for landlord-tenant disputes.

He is a Truman Scholar, Coca-Cola Scholar, and Bezos Scholar. Simon studied at Cornell University (BS in Industrial and Labor Relations) and was a Mitchell Scholar at Maynooth University in Ireland (MA in Mediation and Conflict Intervention). In 2010, he led his hometown high school to win the first Race to the Top Commencement Challenge, resulting in President Barack Obama speaking at graduation (the first sitting President to do so). He currently lives in Atlanta, Georgia.

Christopher E. Condeluci is
Legal and Policy Counsel for the Self-Insurance Institute of America, Inc. Chris previously served as Tax and Benefits Counsel to the U.S. Senate Finance Committee. During his time on the Finance Committee, Chris participated in the development of portions of the Patient Protection and Affordable Care Act, including the new health insurance Exchanges, the State insurance reforms, and the new taxes enacted under the law. He is one of the few senior Congressional staffers who actively participated in the health reform debate to join the private sector since the law’s enactment, and as a result, he possesses a unique level of expertise on matters relating to tax law, ERISA, and the ACA. 

Christine Cooper, Esq.

Christine Cooper is the CEO of aequum LLC and the Managing Member of Koehler Fitzgerald LLC, a law firm with a national practice. Christine leads the firm’s health care practice and is dedicated to assisting and defending plans and patients from unreasonable medical bills. Christine works with third-party administrators, plan sponsors of employee medical benefit plans, stop-loss carriers, and brokers to provide advocacy and defense of plan members who are faced with out-of-network and balance billing claims by medical care providers at all stages of collection activity, from provider billing to jury trial and appeal. Christine is also well versed in the No Surprises Act and with price transparency legislation. She currently is in her second year serving as Co-Chair of the SIIA Price Transparency Committee. On the business side, Christine has developed a process to handle Independent Dispute Resolution on behalf of aequum's partners, including negotiating during the open negotiation period, defending during the arbitration process, and defending enforcement actions in the courts. Christine also believes strongly in helping throughout her community. She dedicates time to pro bono legal work, including assisting seniors with health care and housing issues, and mentors new lawyers through the state lawyer training program. She also volunteers at a local food bank with her family.  


Theresa Galizia

Theresa Galizia is Senior Vice President and Chief Underwriting Officer of Berkley Accident & Health. She brings over twenty years of industry experience in underwriting, strategy, management, and data and analytics. 

While Theresa’s current primary responsibilities include oversight of the Berkley A&H stop loss underwriting teams, including the clinical underwriting team, she also spent many years in the managed care stop loss and reinsurance markets, focusing on Provider Excess Insurance, HMO Reinsurance, and Medical Excess. 

Theresa earned her MBA from the University of Hartford.

David is a graduate of the University of Massachusetts at Amherst. He is a board member and past president of the National Association of Insurance and Benefits Professionals Massachusetts (NABIP-MA), and a former member of their National Legislative Council (NABIP). In February of 2017, former Massachusetts Governor Charlie Baker appointed David to the Commonwealth’s Special Commission on Behavioral Health Promotion and Upstream Prevention.  Additionally, David serves on various insurance carrier advisory councils and was a founding member of the Massachusetts Health Insurance Connector Broker Advisory Council (BAC) and Steering Committee.
